Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade, GS-13, in the Federal service. Specialized experience is experience directly related to the work of the position to be filled, which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position. Examples of specialized experience includes but is not limited to: Expert professional competence, knowledge and analytical skill sufficient to review issues, plan, develop and conduct studies and projects, and provide recommendations. Extensive knowledge and expertise in the management of information systems to include networks and system devices. Recognition in and outside of government as an expert in assigned area of responsibility. Superior analytical ability and demonstrated progressively responsible and effective experience in identifying and resolving complex problems. Superior quantitative skills or high degree of ability to identify other techniques and resources which should be brought into analysis of issues being examined. Demonstrated flexibility and versatility in conducting diverse activities simultaneously and in moving and responding rapidly to varying, often time pressured, assignments. Ability to quickly move into complex issues and to integrate unrelated and intricate concepts across large numbers of programs. Demonstrated ability to grasp new areas quickly and thoroughly and to develop new concepts and ways of approaching longstanding, intractable problems. Superior judgment, demonstrated confidence, and the poise to negotiate effectively with parties who often have different, competing interests and constraints.
