Job Description:
FUNCTION
Using a customized programming environment, the Systems Analyst develops tax and public assistance modules and related technologies for The Benefit Bank (TBB) web application. TBB provides an easy-to-use platform for low-income households to apply for benefits and file taxes. While writing code in our programming environment, which utilizes Perl, XML, and UNIX, the Systems Analyst typically analyzes and synthesizes public policy research, tax and benefits requirements, electronic submission specifications, on-screen content, and the needs of low- to moderate-income individuals. The Systems Analyst manages projects and coordinates with a team of developers, in a collaborative, progressive, and mission-driven office environment. RESPONSIBILITIES
• Analyze research documents about taxes and governmental programs
• Define software requirements
• Diagram software using flowcharts
• Develop questions in XML-based framework to capture data needed to fulfill requirements
• Write formulas in XML-based language to calculate program eligibility, populate electronic and paper applications, and manipulate question data
• Coordinate research and content development components
• Define and integrate new programming tools
• Manage development projects


Job Requirements:

REQUIRED SKILLS AND EXPERIENCE
• Bachelor’s Degree in math, physics, computer science, engineering or a related discipline, or comparable work experience
• Demonstrated ability in math and/or analytical reasoning
• Ability to work in a highly collaborative, creative environment, both independently and as a team player
• Ability to communicate and work with technical and non-technical team members
• Excellent written and oral communication skills
• Familiarly with XML, UNIX, legal or technical writing recommended
• Working knowledge of a programming language (e.g. Perl, Python) preferred
• Ability to meet deadlines and work under pressure
• Two years professional experience preferred
