Job Description:
The essential job functions include: supervising the comprehensive planning activities of assigned staff of 11 members, including the administration, implementation, maintenance and amendments to various elements of the County Comprehensive Plan; conducting a variety of studies, including preparing reports for demographic publications, staff reports for rezoning applications, site analysis, and small area studies; serving as Acting Secretary to the Planning Commission, including the review and preparation of various notices, legal documents and records as mandated by state law and County code; administering the annual work program and preparing budget requests for division; developing, preparing, and implementing organizational, functional, and physical changes to improve office efficiency and effectiveness; and serving as Acting Director of Planning in the absence of the Director and the Assistant Director. The responsibilities of the Principal Planner are to provide high professional level consultation, guidance, and advice on complex planning, legal, and development issues, County development procedures and policies, and zoning and subdivision regulations to external and internal customers. The position requires strong writing and communication skills; ability to speak in front of groups, Planning Commission, and Board of Supervisors; ability to establish professional rapport with other employees, public officials, and customers; and ability to analyze and give sound judgment and recommendations on planning related issues. Contact with department heads, key officials, citizens, lawyers, engineers, elected and appointed officials is extensive and requires high standards of performance under pressure.
