Job Description:

Program manager for ORNL Facility, Infrastructure, Equipment and Site Capital Program (~$20M annually) and Complex and Facility Support Program ($3M annually) • Lead for the laboratory level ES&H and infrastructure risk ranking system providing for Leadership consideration identified and prioritized laboratory safety, compliance and improvement projects • Lead for annually integrated facility and infrastructure crosscut budget documents. • Lead for ORNL space (office, laboratory, storage, etc) utilization and management, chairs the ORNL Space Council to ensure space is allocated in line with strategic needs • Chief author of the ORNL Ten Year Site Plan and the Land and Facility Plan • Maintain positive interface with site office, ORO and DOE HQ; at times works across the DOE Complex on facility and infrastructure planning issues • Provide organizational strategic plans for the Directorate • Provide technical assistance to the Director of F&O Responsibilities & Qualifications: Bachelor's Degree in architecture, engineering, building science or planning is required or equivalent demonstrated experience;( master's degree in architecture, engineering, building science, planning, and business planning or related field is preferred). A minimum of ten years directly-related experience is required with demonstrated knowledge and abilities in principles and practice of research and support services facilities capital planning; knowledge of the stewardship of facilities systems and processes encompassing research and support services facilities requirements; advanced analytical skills (quantitative and qualitative) related to space analysis and project definition and justification; advanced skills and experience in using a variety of software to develop, support and draw conclusions in capital project formulation and justification; excellent communication skills and ability to effectively communicate within a diverse national laboratory research and support services community; ability to understand and reconcile diverse points of view and constraints and develop appropriate consensus; demonstrated knowledge of supervisory principles, practices and techniques. High degree of proven leadership, management, interpersonal, negotiation, and communication skills. This is a Tested Designated Position and requires the ability to receive and retain a Q clearance
