Job Description:
DUTIES: Under the general direction of the Chief, Human Resources Branch, the Staff Services Manager II directs staff engaged in performing specialized consulting services to management and supervisors regarding performance issues and other complex personnel issues; provides interpretation of various laws and rules associated with the State\'s disciplinary process, medical evaluation process, injured worker\'s program, the I-9 process, MOUs, etc. Works closely with legal staff and various control agencies in determining the appropriate course of action regarding personnel related issues; supervises and conducts activities related to the maintenance of the Water Board\'s classification plan; works to establish or abolish classes, revise class specs and allocate positions appropriately; consults with management as a technical expert on the interpretation and application of laws, rules and policies governing State civil service; directs staff engaged in performing specialized transactions related to payroll, benefit and disability issues; assures compliance with all requirements for the decentralized Personnel and Payroll Transactions Program; acts as Branch Manager in his/her absence. NECESSARY QUALIFICATIONS: Demonstrated knowledge of the Human Resources Program; excellent written and verbal communication skills, demonstrated organization, and Supervisory skills; tact, diplomacy, demonstrated experience in classification and pay, employee discipline, issue papers, and reports; demonstrated ability to work with staff from all levels.
