Directing the planning and mobilization of human resources for projects; Managing manufacturing operations, including performing operability reviews and evaluating the timely supply, quality and price of materials; Identifying operational needs for the new manufacturing equipment as part of project scope and champion the implementation; Overseeing new manufacturing equipment layout determinations; Signing technical project contract agreements and ensuring that the technical performance of the project is delivered on time and at, or under, budget; Conducting operability analyses of equipment designs and their manufacturers; Reviewing with the project team existing manufacturing equipment, civil works and utilities, and championing the modifications needed to integrate new equipment into the existing plant; Determining optimal raw material and fuel strategies for projects; Ensuring that all company manufacturing procedures and best practices are followed; Coordinating with counterpart managers in the Finance Division to ensure the proper and timely availability of funds, bank guarantees and letters of credit, that the proper interfaces are defined and followed between technical projects and the Operator Accounting Department, and that proper controls and the post audits are implemented; Understanding the legal local framework and its impact on manufacturing projects, obtaining legal advice and providing support to project purchasers, with the concurrence of the Steering Committee; Ensuring that company manufacturing safety standards are implemented and all local safety rules and regulations are followed, and ensuring the safe performance of engineering project work during all project phases; Establishing work programs for all project phases; Ensuring that adequate resources are provided for all phases of manufacturing projects, reporting any envisioned problems to the Steering Committee, and proposing action plans to address them ahead of needs; Ensuring that all project work is performed in compliance with company procedures, doctrines and standards, and that company investment procedures, investment methodology and practices, expert validation, business unit cash flow management, and Finance Division and Control Division controls are followed; Managing the implementation of manufacturing projects according to scope, schedule and budget.
