Job Description:
The Chief of Transit Oriented Development and Concessions plans, develops, and implements a strategic plan for transit oriented development opportunities and programs in support of the Authority’s goals, vision, and strategic plans in a way that will increase ridership and revenue to the Authority. It provides real estate, land development, and land use expertise to assist in the negotiation, acquisition, and the execution of joint development opportunities with public and private entities. It does this by: gathering and prioritizing product and customer requirements, defining the product vision, coordinating all procurement and legal aspects of the project, and working in partnership with other departments in the Authority to promote and coordinate transit related development.

PRIMARY RESPONSIBILITIES

Plans, develops, and directs implementation of long and short-range strategies and programs for innovative and effective transit related development and concession projects for the Authority. Establishes goals and policies for transit supportive development programs that increase income, reduce operating costs, and enhance property value through sound asset management practices. Coordinates with staff and policy makers to help define elements of transit oriented development and to formulate TOD goals and objectives. Develops strategies to encourage transit supportive land uses in the vicinity of transit facilities.

Inspects and assists in the analysis of potential transit development opportunities and concessions projects within the CTA portfolio. Creates and maintains database of CTA-owned assets with potential for development, as well as specific station area data for priority and other proposals. Analyzes site plans for future development and identifies appropriate types of businesses to achieve transit oriented development or other income producing opportunities.

Directs the Authority’s preparation of preliminary studies and assessments to identify profitable land use opportunities. Conducts research and analysis of development-related topics including economic and physical feasibility, development and distribution of requests for proposals to potential developers and concessionaires, and recommendations for the approval stages required to implement transit related development projects.

Conducts extensive dialogue/negotiation with potential participants to persuade them to participate in joint development opportunities. Negotiates with property owners to facilitate property acquisition for development, including complex contracts, leases, and licenses for Authority property development and third party use, and assures compliance with related governmental regulations. Assists in negotiation of public-private transactions on CTA-owned property including Park-n-Rides, rail stations, CTA surplus properties, and potential CTA acquisitions.

Assists with the preparation of presentation and marketing materials for Transit Oriented Development and Concessions programs. Conducts extensive outreach activities throughout business communities and political entities to identify potential sites and potential participants for joint development opportunities. Interfaces with public on a day-to-day basis regarding Transit Oriented Development and Concessions issues. Prepares and makes presentations to Authority management, citizen and private interest groups, and others as required.





Job Requirements:
Bachelor’s Degree with 5+ years experience, including experience with large-scale real estate development, brokerage, portfolio management, urban planning, zoning and building codes, land use planning, and/or transit oriented development with a public and/or private agency. Master’s of Business Administration or related advanced degree (such as Real Estate, Urban Planning, Transportation, Law) strongly preferred.

Working knowledge of federal property acquisition regulations and relocation procedures found in the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970.

Working knowledge of Federal Transit Administration’s Policy on Transit Joint Development.

Working knowledge and understanding of applicable ordinances, codes, regulations, and planning considerations of local governments within the Authority service area.

Working knowledge of legal procedures and requirements for land development by a public agency and the ability to develop legal documents in compliance with all laws and regulations.

Knowledge and ability to negotiate, prepare, and interpret all documents required for land acquisition, leasing transactions, and joint development agreements.

Knowledge of the development process, market feasibility, local and regulatory issues, and site and transportation constraints.

Ability to analyze appraisals and market conditions for the purpose of determining value.
