Assigns project work and reviews workload for all direct reports. Manages staff development by establishing goals that will increase knowledge and skill levels, and by delegating tasks commensurate with skill level. 5. Provides senior-level oversight/monitoring for all assigned projects in terms of implementation quality, timelines, resource management, quality of deliverables, financial performance, internal/external customer communication and overall INCR-Customer relationship. Works closely with assigned project management teams to resolve issues that surface in any of the listed oversight areas. 6. Works with the department head and the Late Phase proposal analyst(s) to develop proposal text and budgets in response to Customer requests for proposal (RFPs). 7. Serves as a senior-level quality reviewer of Late Phase deliverables. Deliverables will include, but not be limited to, proposal text and budgets, project contracts and contract modifications, project management plans, site management reports, study status and progress reports (internal and external), site training plans and study conduct materials provided to participating sites. 8. Provides structured mentoring to all levels of Late Phase project management staff to ensure broad-based late phase understanding among the management team and to make certain each management team member is in sync with the department’s goals, objectives and implementation philosophies. 9. Works with the department head and other senior management staff to develop and implement department policies, operating procedures, working instructions and training materials. Also, ensure that training on all policies, procedures and instructions is provided to all department staff and that completion of such training is documented in each employee’s official training record. 10. Serves as a senior-level liaison to all functional service groups within INCR (e.g., data management, biostatistics, pharmacovigilance, epidemiology) to ensure each group maintains the necessary late-phase perspective for all deliverables and to assist assigned Project Managers with resolution of cross-group issues.
