Job Description: Assist in the development of long range procurement strategies and plans and for obtaining goods and through negotiations, vendor alliance and standardized bidding/proposals of all major requirements, establishment of specifications and monitoring of vendor performance in order to achieve service improvement and cost reduction, and train buyers to conduct and implement procurement for these commodities on an on-going basis. Drive Citigroup Approved Supplier (CASP) utilization. Reduce noncompliant/leakage spend. Assist in the development and implementation of cost reduction goals. Analyze market conditions and supplier economics, by soliciting and analyzing creative and competitive proposals, and by managing your team for implementation of agreements, in order to achieve annual cost reduction goals while meeting quality, availability and service standards. Participate, coordinate and directly influence negotiations of goods and services. Approve all purchase orders and other agreements within guidelines of company policy. Participate in the development, implementation and monitoring of Corporate Wide purchasing policies and procedures. Provide thought leadership and Procurement expertise. Initiate knowledge transfer for self-sufficiency. Monitor sourcing problems. Make action recommendations. Drive process standardization of the sourcing cycle. Assist in providing the tools required. Identify risks and develop mitigation plans. Specifications / Qualifications BA or equivalent experience. Exceptional working knowledge of Procurement, Sourcing Strategies, Commodity Strategies and Procurement Operations, especially in the area of facilities and security. Knowledge of strategic planning and implementation concepts and techniques, as well as, the development of commodity specific strategies; including thorough market and supplier analysis. Strong control and compliance skills. Strong working knowledge of business processes for accounts payable, fixed assets, and general ledger. Strong knowledge of global business processes and management structure. Demonstrated ability to diagnose problem areas, identify improvement opportunities and implement realistic solutions within budgeted time and cost constraints. High-level understanding of decision making process, risk/reward trade-offs, purchasing strategies. Excellent oral and written communication skills. Excellent analytical skills. Excellent interpersonal skills ability to persuade and sell ideas. Strong management skills and knowledge of personnel rules and regulations, particularly in the areas of EEO and development. Proven ability to learn and understand in country regulatory, legal, tax, and customary business processes. Practical experience in managing procurement operations. Strong, proven project management skills. Ability to effectively organize and prioritize. Ability to line, as well as, matrix manage professional management and staff from a diverse array of cultural backgrounds, skill sets, job levels, and experience levels. Proven ability to motivate professional staff at all levels toward successful project results. Ability to lead productive and focused meetings and discussions. Strong negotiation and contracting skills.
